Timothy Moran’s professional career spans 25 years in healthcare management and development involving acute care hospitals both in the United States and Saudi Arabia. Much of his work has been with the start-up of new projects, including building two new hospitals.

In September 2007, Tim was appointed to the position of Service Area President for the Greater Sacramento Service Area where he will head CHW’s four Sacramento hospitals. As the Service Area President, Tim will be responsible for leading CHW's overall strategy in the Sacramento market.

As President of Methodist Hospital of Sacramento for Catholic Healthcare West (CHW), Tim is responsible for a hospital campus incorporating 333 acute and skilled nursing facility beds serving South Sacramento and the Elk Grove communities. His primary focus has been on improving operations such as growing revenues and increasing market share. This in addition to Tim’s aggressive physician recruitment and alignment strategies has contributed to the hospital’s strong financial turnaround. Tim’s current focus is his strategic vision of building a new Emergency Department/Trauma facility to accommodate the growth in South Sacramento County and acquiring 30-acres of land in Elk Grove to build a new medical complex.

As past President of Mercy Hospitals for CHW in Bakersfield, California, Tim had overall responsibility for Mercy Truxtun, Mercy Southwest and Taft Westside Hospitals. Originally, Mercy Truxun was slated to close but with Tim’s leadership, it became a profitable hospital exceeding $1M in monthly net revenue. Focusing on operating disciplines and physician recruitment were key components for this successful turnaround. Tim also led the planned construction of a $14M Southwest campus, which was completed in the summer of 2004.

Before relocating to Bakersfield, California, Tim served as the Chief Operating Officer of CompCare Group, Inc., a start-up company that is a total services provider for hospitals and physicians in the field of worker’s compensation and occupational medicine.

Tim also spent several years on his own as the founder of Healthcare Strategies for Executives, Inc. It was here where Tim provided operations management and turnaround work for various hospitals, hospital systems and other healthcare providers. His work also entailed introducing online information technology to hospitals and physician offices.

Of significant interest is Tim’s experience as the first CEO for Tenet’s San Ramon Regional Medical Center in San Ramon, California. Under his direction, the facility achieved a net income of more than $6.5M in fiscal year 1993 after the facility’s opening in 1990. In 1994, revenues for the medical center reach $100M under his leadership.

Tim’s background includes a Master’s degree in Public Administration with special training in healthcare. He previously served as a lecturer for the Medical University of South Carolina regarding physician recruitment and has been active in civic affairs. He has held membership in the Federation of American Healthcare Systems and the Hospital Council of Northern and Central California as well as the Commonwealth Club of California. Tim’s work with National Medical Enterprises (a large hospital system) earned him the Distinguished Achievement Award both in 1991 and 1992. In 2002, he received the Values in Action Leadership Award from CHW for his work in turning around Mercy Hospital in Bakersfield.

Steve Griffin is Senior Vice President, Investment Service Group at Grubb & Ellis Company, Sacramento office. Grubb & Ellis is one of the largest and most respected commercial real estate services and investment firms in the world, and one of the major commercial real estate companies in Elk Grove.

Griffin’s professional experience includes consistently serving as top investment agent and top producer in the Sacramento office of Grubb & Ellis where he has specialized in the selling of office, retail and industrial real estate, and national tenant representation of Fortune 500 companies. Griffin has also been nominated several times as Broker of the Year and Humanitarian of the Year for Association of Commercial Real Estate (ACRE).

Throughout his commercial real estate career, Griffin has earned numerous awards including the Circle of Excellence Award, Most Sales in a Year, Largest Sale in a Year, Top Producer, Broker of the Year, and President’s Council Member.

In addition to his role as Senior Vice President of Investment Services Group at Grubb & Ellis Company, he has been involved in many professional and community affiliations such as Elk Grove Rotary Club (President 2000-2001), United Cerebral Palsy (Board of Directors 1997-2005), Elk Grove Community Foundation (2000-2005), and has played host to the Sacramento Investment Forum. He has also served on the Elk Grove Chamber of Commerce Board of Directors and is currently Elk Grove Chamber of Commerce, President of the Board.

Griffin has lived in Elk Grove for nearly 30 years. He and his wife, Linda, enjoy skiing and tennis, and he also keeps busy as a soccer and softball coach for all three of his children’s teams.

Jo Hoffmeier, Vice President/Director Northern California Territory

Jo Hoffmeier is the Vice President of the Northern California Territory of the University of Phoenix which encompasses the Sacramento Valley, Bay Area and Central Valley campuses. She also is regional liaison for California public and governmental relations.

Jo started with the University of Phoenix in 1988 in Southern California as an Enrollment Counselor. During her tenure in the Southern California campus she also served as an Academic Counselor and Operations Manager for the Van Nuys Learning Center. During this time she was also selected as a faculty member.

In 1991 Jo was promoted to Director of Operations and Academic Affairs for the then Northern California Campus (San Jose). In 1993 she was selected to start the Sacramento Valley Campus. It has a been a challenging and rewarding journey building a model Campus from 33 students to over 4000 on ground, opening 8 learning centers throughout the Sacramento Valley region. During her time as VP/Director, she taught as well as hired and trained other faculty.

In 2003 Jo was asked by the Western region to establish the Northern California Territory which entailed creating three campuses from two. The Central Valley campus opened in the fall of 2004 as part of the NCT. This is the first territory concept in University of Phoenix with a centralized support team for the three-campus operating system.

Community activism is a vital part of Jo’s role and responsibilities as Vice President of University of Phoenix Northern California Territory, whether in attendance at or championing specific events, such as: Quarterly Economic Summit for students, Career Strategies, or Annual Teacher Education Recognition events. Jo’s passion for student success has been a driving force behind her success.

Jo earned her Baccalaureate and Master of Art/Education Administration from University of Northern Iowa, Cedar Falls, Iowa. She has completed Mediation (Western Region Lead), Dispute Resolution, Classroom Assessment Techniques and Diversity Training (Western Region Lead) certificate programs at the University of Phoenix. In 2007-2008 Jo was accepted into Doctoral Studies at Tyumen State Oil and Gas University in Russia.

Jo’s career with University of Phoenix has now spanned twenty years. It has been a blend of educational and business administration while being able to exercise an entrepreneurial spirit. Throughout it all, the ability to teach and stay close to the mission of graduating students while growing the next generation of leaders has made University of Phoenix a perfect fit for Jo!!!!

Gregg A. Mason is Vice President/Director of Marketing and also a Development Manager for Jackson Properties, Inc., a Sacramento-based commercial real estate development company that owns and manages 2.5 million square feet of real estate within the Sacramento region. Jackson has developed in excess of 400,000 square feet of office space in the Elk Grove area since 2000. Mr. Mason has been with Jackson Properties, Inc. since 1989. His current responsibilities include overseeing the marketing function for the company and developing and leasing new office and industrial properties in the Sacramento region.

Prior to entering the real estate industry, Mr. Mason worked in the commercial banking industry in Sacramento. He received his Bachelor of Science, Business Administration (Marketing), California State University, Sacramento in 1989.

Mr. Mason’s current community and industry involvement includes Elk Grove Chamber of Commerce/Board of Directors 2001-2007, Board Chair-2006, Elk Grove Economic Development Corporation/Board member, Rancho Murieta Rotary Club/ Member and Board member, Urban Land Institute/ Member Equity Builders Investment Club/Founding Member, and Association of Commercial Real Estate (ACRE)/Board of Directors.

Mr. Mason grew up in the Marysville/Yuba City area, 40 miles north of Sacramento. He has been married for 23 years to Fran, and has two children, Jeff (18) and Jacqueline (23). He resided in the Elk Grove/Laguna area for 13 years and moved to Rancho Murieta in 2007.

A resident of Elk Grove for more than 38 years, Councilmember Sophia Scherman has long been a leader in the community. She helped shape Elk Grove's transformation into cityhood and has since been active in helping improve the city.

When Elk Grove incorporated 2000, Sophia became the first woman mayor of the incorporated City of Elk Grove. Her preparation for this position began as she served as the President of the Elk Grove Chamber of Commerce. This position led to other opportunities serving on the Methodist Hospital Foundation, the Sacramento County Fire Advisory Board, the Sacramento County Disability Advisory Board, a member, vice president and president of the Elk Grove Community Service District Board, the California League of Cities, and Governor Schwarzenegger's appointee to the California State Parks Commission.

Sophia is committed to the community and continuously volunteers her time and energy. For years Sophia has volunteered for the students, disabled, veterans, and seniors of Elk Grove. She is also active in organizations like the Lion's Club, Rotary Club, Optimist International, and the Old Town Elk Grove Foundation.

Sophia is married to Lee, a life long resident of Elk Grove. She has enjoyed raising her children and her grandchildren here, too. She is proud of her daughter Lynette, and four grandchildren, Lisa, Danielle, Rick, and Jovanna.

She was also a local business owner operating "Sophia's Travel" in Elk Grove for 10 years.

Deborah J. Travis has twenty-nine years of professional experience, encompassing a wide range of executive leadership, administrative, instructional, management, training, and consulting responsibilities. From 1980 to mid-1989, Travis was involved in community and economic development work in Northern California, including serving as executive director of two non-profit development corporations. She was responsible for industry attraction efforts, business retention, and community lending.

Since 1989, Travis has held progressively responsible positions as a California community college administrator for academic and vocational education, institutional research, facilities utilization, enrollment planning, economic and resource development, student support services, business outreach and marketing, classroom and seminar instruction, grant procurement and implementation, and community involvement and public relations. She currently serves as president and chief executive officer for Cosumnes River College, one of the four colleges of the Los Rios Community College District, providing leadership and organizational stewardship of educational programs and services for more than 15,000 enrolled students.

Travis is currently a member of UC Davis School of Education Doctoral Program (CANDEL) Advisory Board and the Association of California Community College Administrators (ACCCA). Throughout her career, she has been involved with organizations focused on innovative education, workforce training, and business and community development, including the West Sacramento Early College Charter Preparatory School, the Yolo County Workforce Investment Board, the California Community College Association for Occupational Education, and the Small Business Administration Region IX Advisory Board. Travis holds a Bachelor’s degree in English from UC Irvine, a Master’s degree in Business Administration from CSU, Long Beach, a certificate in Management and Leadership in Education from Harvard University Graduate School of Education, and received her Doctorate in Educational Leadership from UC Davis.

Janet Wagner, R.N., is Chief Administrative Officer of Sutter Davis Hospital, an affiliate of Sutter Health, a not-for-profit, community-based health system located throughout northern California. As CAO of Sutter Davis Hospital, Wagner is responsible for the day-to-day operations of the 48-bed community hospital in Davis, California.

In addition to her administrative role at Sutter Davis Hospital, Wagner also serves as the Sutter Health Executive for the Sutter Medical Campus in Elk Grove. Under Wagner’s leadership, Sutter is pursuing the addition of an ambulatory surgery center and community hospital on the Elk Grove campus. The medical campus currently includes two medical office buildings with primary, specialty and ancillary services, as well as ample parking for patients and staff.

As a hospital administrator and a registered nurse, Wagner brings to Elk Grove a unique perspective of hospital operations, clinical expertise and background, and service excellence. She has more than 30 years of leadership experience in nursing and health care administration. Since 2003, she has led the Sutter Davis team to numerous accomplishments that show phenomenal results. Among the highlights:

  • Studer Group Fire Starter Award in 2007
  • 2007 Top 100 Hospital by Thomson-Reuters, for achieving excellence in clinical outcomes, patient safety, financial performance and efficiency
  • Sutter Health President’s Award for Best Overall Performance in 2006 and 2007
