Timothy Moran’s professional career spans 25
years in healthcare management and development
involving acute care hospitals both in the United
States and Saudi Arabia. Much of his work has been
with the start-up of new projects, including
building two new hospitals.
In September 2007, Tim was appointed to the
position of Service Area President for the Greater
Sacramento Service Area where he will head CHW’s
four Sacramento hospitals. As the Service Area
President, Tim will be responsible for leading CHW's
overall strategy in the Sacramento market.
As President of Methodist Hospital of Sacramento
for Catholic Healthcare West (CHW), Tim is
responsible for a hospital campus incorporating 333
acute and skilled nursing facility beds serving
South Sacramento and the Elk Grove communities. His
primary focus has been on improving operations such
as growing revenues and increasing market share.
This in addition to Tim’s aggressive physician
recruitment and alignment strategies has contributed
to the hospital’s strong financial turnaround. Tim’s
current focus is his strategic vision of building a
new Emergency Department/Trauma facility to
accommodate the growth in South Sacramento County
and acquiring 30-acres of land in Elk Grove to build
a new medical complex.
As past President of Mercy Hospitals for CHW in
Bakersfield, California, Tim had overall
responsibility for Mercy Truxtun, Mercy Southwest
and Taft Westside Hospitals. Originally, Mercy
Truxun was slated to close but with Tim’s
leadership, it became a profitable hospital
exceeding $1M in monthly net revenue. Focusing on
operating disciplines and physician recruitment were
key components for this successful turnaround. Tim
also led the planned construction of a $14M
Southwest campus, which was completed in the summer
of 2004.
Before relocating to Bakersfield, California, Tim
served as the Chief Operating Officer of CompCare
Group, Inc., a start-up company that is a total
services provider for hospitals and physicians in
the field of worker’s compensation and occupational
medicine.
Tim also spent several years on his own as the
founder of Healthcare Strategies for Executives,
Inc. It was here where Tim provided operations
management and turnaround work for various
hospitals, hospital systems and other healthcare
providers. His work also entailed introducing online
information technology to hospitals and physician
offices.
Of significant interest is Tim’s experience as
the first CEO for Tenet’s San Ramon Regional Medical
Center in San Ramon, California. Under his
direction, the facility achieved a net income of
more than $6.5M in fiscal year 1993 after the
facility’s opening in 1990. In 1994, revenues for
the medical center reach $100M under his leadership.
Tim’s background includes a Master’s degree in
Public Administration with special training in
healthcare. He previously served as a lecturer for
the Medical University of South Carolina regarding
physician recruitment and has been active in civic
affairs. He has held membership in the Federation of
American Healthcare Systems and the Hospital Council
of Northern and Central California as well as the
Commonwealth Club of California. Tim’s work with
National Medical Enterprises (a large hospital
system) earned him the Distinguished Achievement
Award both in 1991 and 1992. In 2002, he received
the Values in Action Leadership Award from CHW for
his work in turning around Mercy Hospital in
Bakersfield.
Gary Davis Mayor

Gary Davis was elected to the Elk Grove City
Council in November, 2006; he was almost immediately
elected by his peers on the Council to the post of
Mayor of the City of Elk Grove. Prior to being
elected to the City Council, Gary Davis served on
the Elk Grove Quality of Life Task Force. He is a
co-founder of Playground Partners, a member of the
Elk Grove / Laguna Rotary Club, and a member of the
Elk Grove Chamber of Commerce. He also serves on the
Elk Grove Economic Development Corporation Board.
Gary currently serves as Political Director of
EdVoice, an aggressive and exciting organization
dedicated to passing of laws designed to help our
public schools do a better job preparing students to
meet the challenges of the future.
He most
recently served the Executive Director of the
Sacramento State Alumni Association (SSAA). And
prior to that, he was a Program Director for the
California State University Office of Advocacy and
Institutional Relations. Gary has also worked as a
Legislative Director in the State Assembly.
Gary
is proud to have served for four years as a Trustee
on the Natomas School Board, where he championed the
notion of local governments working together to
achieve synergistic results. He currently serves on
the First 5 Commission, where he has been a leader
in the effort to provide our youngest residents with
preschool and early childhood education.
Gary
started his elected official career early while
attending California State University, Sacramento,
he was elected President of the Associated Students,
Inc., overseeing a multi-million dollar budget and
created a student leadership mentoring program. Gary
earned a B.S. in Strategic Management from CSUS, and
graduated from the Sacramento Entrepreneurship
Academy.

Gregg A. Mason is
Vice President/Director of Marketing and also a
Development Manager for Jackson Properties,
Inc., a Sacramento-based commercial real estate
development company that owns and manages 2.5
million square feet of real estate within the
Sacramento region. Jackson has developed in
excess of 400,000 square feet of office space in
the Elk Grove area since 2000. Mr. Mason has
been with Jackson Properties, Inc. since 1989.
His current responsibilities include overseeing
the marketing function for the company and
developing and leasing new office and industrial
properties in the Sacramento region.
Prior to entering the real estate industry,
Mr. Mason worked in the commercial banking
industry in Sacramento. He received his Bachelor
of Science, Business Administration (Marketing),
California State University, Sacramento in 1989.
Mr. Mason’s current community and industry
involvement includes Elk Grove Chamber of
Commerce/Board of Directors 2001-2007, Board
Chair-2006, Elk Grove Economic Development
Corporation/Board member, Rancho Murieta Rotary
Club/ Member and Board member, Urban Land
Institute/ Member Equity Builders Investment
Club/Founding Member, and Association of
Commercial Real Estate (ACRE)/Board of
Directors.
Mr. Mason grew up in the Marysville/Yuba City
area, 40 miles north of Sacramento. He has been
married for 23 years to Fran, and has two
children, Jeff (18) and Jacqueline (23). He
resided in the Elk Grove/Laguna area for 13
years and moved to Rancho Murieta in 2007.

Dr. Francisco Rodríguez became the sixth
president of Cosumnes River College of the Los Rios
Community College District in July 2003, and is now
in his 23rd year of working in California higher
education. Before coming to Cosumnes River, he
served as Executive and Associate Dean of Woodland
Community College. He began his educational career
at UC Davis in Student Affairs where he enjoyed
working in student outreach and undergraduate
admissions, student leadership development, and
diversity education. Dr. Rodríguez also teaches in
the graduate program in educational leadership at
Sacramento State University. Born and raised in San
Francisco, President Rodríguez is a first-generation
college student who earned his undergraduate and
graduate degrees at UC Davis in Chicano Studies and
Human & Community Development, and his Ph.D. in
education with an emphasis in community college
leadership through Oregon State University. Today,
he lives in Woodland with his wife, Irma, an EOP&S
Coordinator at Sacramento City College, and two
children.
Janet Toppenberg
President/CEO
Elk Grove Chamber of Commerce
Janet Toppenberg is President/CEO of the Elk
Grove Chamber, a nonprofit organization dedicated to
enhancing, protecting and promoting the Elk Grove
business community.
Prior to joining beginning Chamber work in 1995,
Toppenberg served as National Affairs Director for
the California Farm Bureau Federation, a statewide
organization, working on federal legislation and
regulations impacting the state’s agricultural
industry. She started with the Elk Grove Chamber in
1997, changing to a career focused on working
directly with volunteers on issues and programs
directly impacting the local business community and
economy.
Toppenberg was one of the first students to
complete W.A.C.E. Academy, a three-year Chamber
management development course. She was recently
designated an Accredited Chamber Executive, both
Toppenberg and the Chamber having met stringent
state-wide criteria. Toppenberg currently serves as
Board Chair for SuperChex, an organization of
northern California chamber executives that provides
training and career growth for chamber staff and
leaders, and on the Board of Directors of the Elk
Grove Economic Development Corporation.
Since Toppenberg joined the Chamber staff in
1997, the Elk Grove Chamber has grown in membership
from 300 to over 800 business members; the
population in Elk Grove increased from 36,000 to
130,000 in the same time period. This growth has
resulted in the development of a new organization to
further enhance the local economy through
development of new jobs. As Chamber CEO, she
facilitated the development of the Elk Grove
Economic Development Corporation and acted as
interim Executive Director during its formative
stages.
Toppenberg serves on the EGEDC Board of Directors
in her capacity as Chamber CEO.

Jack Williams and his family moved to Elk Grove
from Santa Barbara, Ca in July, 1995 in order to
give the company he worked for, Select Personnel
Services, a northern California presence. Less than
five years later Jack started a different business
of his own, Smog 'N Go, here in Elk Grove. During
the past eight years he has expanded the business to
five separate facilities in the greater Sacramento
area. Smog 'N Go is a vehicle emissions testing
facility that is responsible for testing
approximately 70,000 vehicles each year and is
currently one of the top two volume test-only
companies in the entire state of California.
Jack attributes his success to hard work, a great
business plan and an outstanding business
environment. During the past eight years his
business has grown from a start-up to become a
multi-million dollar company. During this same time
he and his wife, Lisa have seen their four children
graduate from local high school and attend local
community and state colleges. Elk Grove has not only
been a great place to develop his business but more
importantly, it has been a wonderful place to raise
and educate his family.
Jack has always believed in giving back to his
community. He currently serves on the board of the
Sacramento and northern California chapter of
Make-A-Wish, is very active in his church and is the
2008 Chairman of the Elk Grove Chamber of Commerce.
Jack states: "No matter how much I give back to the
Elk Grove community it seems that my family and I
always receive more than we give. What a great place
to live!"
